On the afternoon of April 11, under the guidance of the Hebei Provincial People’s Government, the "Hebei-Hong Kong Design Innovation Cooperation Matchmaking Conference" hosted by the Hebei Provincial Department of Industry and Information Technology and co-organized by the Hebei Industrial Design Innovation Center and the Hong Kong Design Federation was held in Hotel ICON, Kowloon, Hong Kong. Hong Kong, China, is at the forefront of the China map, leading the world from design innovation to industrial transformation and upgrading; Hebei is a major industrial province in China, ranking sixth in total industrial output value in the country for 14 consecutive years. A strong design industry requires a strong manufacturing industry, and a strong manufacturing industry also requires a strong design industry. The cooperation between Hong Kong and Hebei, where design and manufacturing resources complement each other, has a sound foundation. On July 10, 2003, the Hebei Provincial Government held a special symposium on the "Arrangements for Establishing Closer Economic and Trade Relations between Mainland and Hong Kong", and proposed that Hebei Province should seize current opportunities to further strengthen investment and economic and trade exchanges in Hong Kong; since 2004, the Hebei Province (Hong Kong) Investment Fair has been used as the main platform to promote the multi-field, all-round and in-depth cooperation between Hebei and Hong Kong; in mid-October 2018, more than 60 Hong Kong CPPCC members visited Hebei and held a briefing on the coordinated development of Beijing-Tianjin-Hebei to gain insights into the coordinated development of Beijing-Tianjin-Hebei, especially the construction of Xiongan New Area; on May 31 of the same year, Liu Xiaokang, Secretary General of Hong Kong Design Association, investigated and inspected Xiongan New Area, visited black pottery in Xiong County, and offered suggestions for the transformation and upgrading of Xiongan's traditional cultural industry; at Boao Forum for Asia in 2019 At the annual meeting, Governor Xu Qin met with the Chief Executive of Hong Kong Special Administrative Region Carrie Lam to discuss cooperation opportunities between the two places. Carrie Lam cordially invited all walks of life from Hebei to visit Hong Kong to investigate and attract investment. She hoped that the cooperation between Hebei and Hong Kong will continue to achieve new results. This time, the design innovation cooperation matchmaking meeting of Hebei-Hong Kong is the starting point for Hebei and Hong Kong to develop cooperation in the field of creative and cultural industries, and expand the new areas of exchanges and cooperation between the two places.

The two parties will cooperate in three areas: establishing a cooperation mechanism for industrial design innovation and development in Hebei and Hong Kong, holding Hong Kong-themed events at the second Hebei International Industrial Design Week, and promoting the establishment of creative industry cooperation parks in Hong Kong and Xiongan New Area to promote design in the two places. The seamless sharing and connection of manufacturing resources and manufacturing resources will promote the high-quality development of Hebei's industry and the construction of high-standard Xiongan New Area. Relying on the strong foundation of Hebei's manufacturing industry, Hong Kong design will further expand the mainland market and achieve win-win development.
Governor Xu Qin said at the meeting that Hebei has a huge manufacturing base, with more than 150,000 manufacturing companies, as well as 62 counties with more than 10 billion yuan including Qinghe Cashmere, Gaoyang Textile, Anguo Chinese Medicine, Luannan Steel Shovel, and Huailai Wine. Characteristic industrial clusters, a strong manufacturing industry and a strong design industry will be a perfect match, and the injection of industrial design will quickly upgrade the grade of traditional products and shape and upgrade the corporate brand image. At present, Hebei has entered a rare historical window period and a period of strategic opportunities. Chen Baili, deputy director of the Bureau of Commerce and Economic Development of the Hong Kong Special Administrative Region Government, said that the Xiongan New Area is a national-level new district established in 2017 and is determined to become an international city for the technology industry. The Governor of Hong Kong Special Administrative Region Carrie Lam visited Hebei in October last year and went to Xiongan New Area for inspection. He hoped that Hong Kong could integrate into the overall development of the country and strengthen cooperation with mainland provinces and cities. He hoped that Hong Kong could participate in and help the development of Xiongan New Area. In this cooperation agreement, the two sides of Hebei and Hong Kong took innovation cooperation in the industrial design industry as a breakthrough. Through the in-depth cooperation between Hebei Industrial Design Innovation Center and Hong Kong Design Federation, they established a cooperation mechanism for industrial design innovation and development in Hebei and Hong Kong. They had held a series of Hong Kong theme activities and reached a consensus on cooperation intentions on the second Hebei International Industrial Design Week. Hong Kong’s modern design was developed around 1960. As Asia’s trend and fashion capital, Hong Kong’s fashion industry has vigorously promoted the vigorous development of the local design industry. During the 60-year development period, Hong Kong has emerged as Jin Daiqiang, Liu Xiaokang, Chen Youjian, Li Yongquan, Wang Wuxie, Xu Linxia, Lu Yongqiang, Zheng Zhongzhong and other well-known designers. The Hong Kong design industry involves product design, multimedia, visual and graphic design, interior and furniture design, fashion and accessories design, jewelry design and industrial design. With the joint efforts of more than 80,000 design practitioners, Hong Kong design is booming, and the industry in Hebei has ushered in an unprecedented opportunity for cooperation. Gong Xiaofeng, director of the Department of Industry and Information Technology of Hebei Province, used data to interpret the basic situation of the industrial development of Hebei Province. He said: Hebei is a large industrial province. The total industrial volume has ranked sixth in the country for 14 consecutive years. In 2018, the province has 15,000 households. The sales income of industrial enterprises is more than 20 million yuan, and the growth rate of industrial added value has reached 5.2%; the industrial category is complete, with more than 150,000 manufacturing enterprises, and it occupies 40 types of industries among the 41 major types of industrial industries classified according to the national industry classification standards. Among them, equipment, steel, petrochemical, food, textile, building materials, and medicine are Hebei’s seven leading industries. The industrial added value accounts for 83% of the province’s designated industries. In recent years, Hebei’s industrial structure has been continuously optimized and emerging industries have achieved rapid development. Featured industrial clusters such as Baigou luggage and Bazhou furniture have initially formed, with a total industrial scale of 3 trillion yuan. The innovative R&D capabilities of manufacturing enterprises above designated size in the province have been continuously enhanced, and their competitiveness has been continuously improved. We hope that through this cooperation opportunity, Hong Kong’s first-class international design concepts, design talents, design products and design brands will be deeply integrated with Hebei’s industrial transformation and upgrading, which will brighten up the seamless integration of creative design and the high-quality development of our province’s manufacturing industry. Shirley Feng, director of Hebei Industrial Design Innovation Center, decomposed four key words around HIDC and focused on the development results of the center and the development prospects of Hebei-Hong Kong design cooperation: "High-quality"-high-quality construction of a provincial-level industrial design innovation center; "Integration"- Gathering and merging global design forces to lead the integration and development of Hebei design and industrial transformation; "Difference"-combined but different, driving the construction of municipal industrial design development carriers; "Creative"-the future design cooperation of Hebei-Hong Kong can be expected. Hebei and Hong Kong have a good foundation for cooperation. Hebei Industrial Design Innovation Center will actively introduce Hong Kong design forces in promoting the development of industrial design in the province, and invite Hong Kong design industry institutions to participate in-depth exhibitions and events in Hebei Province. Liu Xiaokang, Secretary General of the Hong Kong Design Federation, introduced the development of Hong Kong’s design industry and cooperation opportunities with Hebei Province. He talked about the design cooperation between Hong Kong and the Mainland: Shenzhen and Hong Kong design exchanges were launched in 2008, and a memorandum of cooperation was signed with SIDA. Since 2011, Hong Kong has held the Shenzhen-Hong Kong Cultural Industry Creative Forum, Hong Kong-Taiwan Design Industry Forum, International Designers Joint Conference and Shenzhen-Hong Kong Design Biennale, released the Shenzhen-Hong Kong online resource platform-Design Exchange, created a Shenzhen-Hong Kong design twin city and lead Hong Kong companies to visit Taiwan, Hebei and other places for investigation and research. At present, Hong Kong is full of opportunities in the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the high-quality construction of the Xiongan New Area. There are currently 80,000 design practitioners. Hong Kong has advanced design capabilities and abundant reserves. The Hong Kong Design Federation and 29 member units are very willing to Hebei and Xiongan to support construction. This year, the general meeting will organize member units to study in Xiongan. We believe it will bring fruitful results to the cooperation between the two parties.

Thanks to the rich design experience of designers in Hong Kong, light industrial products such as toys, electronic products and ready-to-wear have become popular in the international market. With the increasing prosperity of the mainland market in my country, the demand for high-end Hong Kong design services by mainland companies is also increasing. Therefore, Hong Kong design is gradually catering to the needs of the mainland and Asian markets, and gradually incorporates traditional Chinese cultural elements into the international design concept. At present, the Hebei Provincial Government attaches great importance to the development of industrial design, and has clear plans and actions in establishing a policy system, implementing innovative applications of industrial design, building development carriers, building communication platforms, and personnel training.
