Industrial design, as a booster for creating independent brands, increasing product added value, and enhancing the competitiveness of enterprises, is one of the most value-added opportunities in the manufacturing value chain. The development of industrial design is an inevitable requirement for structural reform on the supply side, an effective way to promote industrial transformation and upgrading, and an inevitable choice for building a strong industrial city. In order to promote the development of our city's industrial design industry, this opinion is formulated.

1. The guiding ideology. Deeply study the spirit of the Nineteen National Congress of the Communist Party of China, comprehensively implement the General Secretary， Xi Jingping’simportant instruction spirit, that is,struggling for the "three cut-edging respects", speed up the realization of the "three constructions" ,and firmly establish a new development concept of innovation, coordination, green, openess, Grasping a major historical opportunity for the coordinated development of Beijing, Tianjin and Hebei.In line with the development ideas of the municipal committee “53322316”which take the structural reform of the industrial supply side as the central task, optimizing the industrial design development environment, cultivating the introduction of high-end design talents, and comprehensively enhancing the design and innovation capability and the service level,to form an industrial design sector development system which is vigorously promoted by the government, effectively driven by the market, and collaboratively developed by enterprises, simultaneously promoting the development of the industrial design industry in our city towards large-scale, specialization, high-end, and internationalization, so as toprovide strong support for the transformation, upgrading and innovation of industry in the whole city. 

2. Basic principles. We should adhere to the combination of design innovation and technological innovation to enhance the ability of independent innovation in industrial design; adhere to the combination of professional development and internal development of the enterprise to enhance the level of development of the industrial design industry; adhere to the combination of policy guidance and market-oriented services, and create enabling environment for the development of industrial design sector.

3. development Goals. By 2022,there will be more than 50 city-level industrial design centers in the city, as well as more than 15 industrial design demonstration companies. We will Buildthe most influential industrial design industrial park and industrial design innovation center in the province, and introduce a number of outstanding domestic and international design innovation agencies and design master studio. The number of high-end design and innovative talents in the city has grown rapidly. The development of industrial design industries and service levels have increased significantly. The influence of the “Tangshan Design” brand has become increasingly apparent, and it has basically become a major industrial design city in the north.  

Expand the effective supply of industrial design

1. Support the development of specialized industrial design enterprises. We will Support industrial design enterprises to strengthen the design and service capacity construction, innovate service models, create service brands, and create a number of key enterprises with strong competitiveness. For the enterpriseswhich is established more than two years, service more than 20 companies, and meet the standards of municipal industrial design demonstration enterprises, the government will award them of 200,000 yuan one time.

2. Support enterprises to build industrial design centers. The approved national, provincial, and municipal industrial design centers will receive one million yuan, 200,000 yuan, and 100,000 yuan in financial support respectively.

3. Promote the development of industrial design companies. Combining urban planning and industrial positioning, we will accelerate the construction of the industrial design industrial park in our city. The government shouldstrengthen the construction of industrial design public service platform, attract industrial design elements and resources to the park, and promote the integration of industrial design with regional industry and capital, as well as building an industrial design industrial park with obvious effects of radiation. The government should formulate investment promotion policies for industrial design industrial parks, and give policy support in the areas of enterprise access, services, and funds. A reward of 100,000 yuan will be given to the designated municipal industrial design demonstration park.

4. The introduction of domestic and foreign industrial design agencies. 1. The government should encourage companies to purchase industrial design servicesandcontract out design services that can be outsourced to professional industrial design agencies, establish long-term stable cooperative relationships, accelerating product upgrading and brand building.

Focus on design innovation in key areas

1. Realize breakthroughs in key industries and key products. Combining the industrial characteristics of our city, we encourage all counties (cities) to focus on some areas such as robotics, smart instrumentation, equipment, ceramics, food and beverages, clothing and other fields. Each year, we select a group of typical products and gather resources for industrial design elements to focus on research and form a batch of industrial design innovations. 1. Organize national industrial design activities. 3. Improve the industrial design talent development mechanism. Accelerate the training and introduction of a group of leading professionals in design and innovation who are top-notch professional and master core technologies. Encourage colleges and universities to cooperate with famous design schools at home and abroad to encourage outstanding industrial design talents at home and abroad to come to Tangshan for industrial design research and teaching. Support universities and enterprises to jointly build industrial design industrial training bases and order-based talent training bases, implement special training programs for entrepreneurs, and conduct on-the-job training for industrial design practitioners. Supporting Measures

1. Strengthen organizational guarantees. 3. Implement the tax preferential policies. For industrial design enterprises that have been certified as high-tech enterprises, the enterprise income tax will be levied at a reduced rate of 15%. The employee education expenditure incurred in the industrial design enterprise, which does not exceed 8% of the total salaries, is allowed to be deducted when the taxable income is calculated. Industrial design enterprises provide income derived from technology transfer, design development and related technical consulting and technical services, and are exempt from VAT. The amount of research and development expenses incurred by the company in line with the preferential tax policies shall be calculated before the tax is deducted.

4. Broaden financing channels. Adhere to government guidance, market-oriented operation, support for social capital to set up industrial design industry funds, and invest in industrial design product development and production. Encourage credit guarantee agencies to provide loan guarantees for industrial design companies, especially small and medium-sized industrial design enterprises; encourage banking financial institutions to actively broaden the scope of pledged collateral and develop innovative financial products suitable for industrial design companies. Support qualified industrial design enterprises to issue bonds or raise funds for listing. Entrepreneurial risk investment institutions are encouraged to invest in industrial design companies and carry out industrial design investment business.

5. Strengthen the protection of intellectual property rights. Encourage enterprises and individuals to apply for patents, registered trademarks and copyrights for industrial design achievements, and encourage the labeling of design agencies or designers on products or packaging. What’s more, protect industrial design innovations and designer's rights. We crack down on illegal acts of infringement, counterfeiting, piracy, and other violations of intellectual property rights in accordance with law, and include them in the “black list” of social credit.
