Circular on the Issuance of Policies and Measures to Promote the Development of the Industrial Design Industry

People's governments of counties (cities, districts), administrative committees of development zones, relevant departments of municipal governments and relevant units:

Several policies and measures on promoting the development of industrial design industry have been studied and adopted at the 18th executive meeting of municipal government on February 27, 2018, and are hereby printed and distributed to you for your earnest implementation.

Industrial design, as a booster to promote industrial transformation and upgrading, is the key link of the manufacturing value chain and the important content and form of independent innovation. In order to implement the spirit of the 19th CPC Congress, practice the new development concept, deepen the supply-side structural reform, give fully play to the innovative leading role of industrial design, promote industrial transformation and upgrading, and accelerate the construction of strong industrial city, Some Policies and Measures in Encouraging the Development of Industrial Design(Hebei Government Number [2017] 36) is formulated according to the actual situation of Baoding.

Improve the Ability of Industrial Design Innovation

(1)Construct city-level industrial design innovation center. We will build high standard Baoding Industrial Design Innovation Center relying on existing resources, adopting the ways of government organizing and social capital participating, designing a public service platform for cooperating services covering technologies, processes, materials, structures, functions, product ideas, etc., as well as rapid mold printing centers and engineering laboratories.

(2) Enhance the innovative ability of enterprise design. We should give full play to the role of enterprises as the main body, encourage qualified enterprises to increase investment in industrial design, establish relatively independent industrial centers and focus on the development and design of new products, new technologies and new processes, so as to enhance the core competitiveness of enterprises. We will carry out the identification of the municipal industrial design center and support the construction of national and provincial industrial design centers. As a reward, Baoding government will grant 500,000 yuan, 300,000 yuan and 100,000 yuan respectively to national industrial design center, provincial industrial design center and municipal industrial design center that are assessed by related department.

(3) Introduce high-end design institutions. It is welcome for famous designers and design agencies at home and abroad to set up industrial design agencies in Baoding. As a reward, 500,000 yuan and 300,000 yuan will be respectively given to the introduced groups that belong to a branch of famous design agencies (enterprises) and studios of famous designers and have been established for over two years (including two years) as well as serve for over ten enterprises after assessment of third party. Free office rooms will be provided for introduced branches of industrial design agencies (studios) by each county (city or district) government for no less than three years.

(4).Promote the transformation and application of industrial design results. The outstanding achievements of industrial design innovation with independent intellectual property rights and transformation applications shall be awarded according to the standard of not exceeding 30% of the total investment of the project and the maximum not exceeding 100,000 yuan. Support the transformation and application of industrial design innovations based on new products, new technologies, new processes and new materials. Reward projects with significant effect on the transformation of industrial design innovations that have been verified and approved according to the approved expenditures of 10%. The single project will not exceed 500,000 yuan.

(5) Support enterprises to purchase industrial design services. Enterprises purchasing industrial design services can apply for an award with a standard of 50% of the actual amount of the service contract. The maximum is no more than 200,000 yuan. For the enterprises that have established a stable cooperative relationship with industrial design institutions for more than three years, the award standard can be increased to 300,000 yuan.

Construct the Public Service System of Industrial Design

(6) Conduct basic research in industrial design. Encourage scientific research institutions, institutions of higher learning, industry organizations, and advantageous enterprises to conduct basic, versatile, and forward-looking industrial design research. Support the popularization of industrial design knowledge, promote industrial design concepts, and enhance the awareness of design innovation in the whole society. For projects that the government has commissioned industry associations, scientific research institutions, etc. in the form of purchasing services, the maximum of individual projects is no more than 300,000 yuan.

(7) Build an open public service platform. We will improve the industrial service industry innovation service system, standardize the construction of public service platforms, and provide professional services such as rapid prototyping, virtual manufacturing, results display, market trading, intellectual property, and talent training to promote resource sharing. For the construction of an efficient, practical industrial design basic database, professional knowledge base, information consultation library, results display library and other open, public welfare, professional public service platform construction projects, the investment amount will be 50%, the maximum is not more than 500,000 yuan.

(8) Improve the level of public service in social organizations. Strengthen the construction of social organizations such as industry associations and industrial alliances, and give full play to the self-discipline of the industry. Take the market as the guidance, the enterprise as the main body, the social organization as the backing, we will widely gather the design innovation resources to form a multi-level, specialized, socialized and normalized public service system. In the form of purchasing services, the government supports industry associations such as industrial design, universities and industrial parks to hold various industrial design competitions, forum exchanges, exhibitions, education and training activities. The subsidy standard for each activity shall be awarded to 50% of the expenses recognized by the audit, and the single project shall not exceed 300,000 yuan. The major exchange activities in the industry approved by the municipal government can be fully discussed and enjoyed full funding.

Promote the development of high-end agglomeration of industrial design

(9)Encourage the construction of creative parks of industrial designs. Encourage the construction of industrial design laboratories, public databases and other key facilities and service platforms in the park to improve the park's technology, information, financing, talents, transactions and other ancillary services. Award 1 million yuan, 500,000 yuan, 300,000 yuan respectively to the recognized national, provincial and municipal industrial design and creative industrial parks.

(10) Encourage design agencies to settle in industrial parks. For the eligible institutions, the park will be subsidized for three consecutive years. The subsidy standard is: 50% of the total annual rent for the first two years, 30% of the total annual rent for the third year, and the maximum rent subsidy for the single institution at the end of the year is not more than 200,000 yuan. The institutions that have already received other financial rental subsidies do not duplicate them.

(11)Promote industrial design to the high end of the value chain. On the basis of the clustering of characteristic industries, government should put the development of business mode and new business like “Design+Brand”, “Design+Science and Technology”, “Design+Culture” forward and build an industrial chain of “Design+”. Government should make an effort to improve regional characteristic industries which include Textile of Gaoyang, Stone Carving of Quyang, Bags of Baigou and embed industrial design in each segment of industrial chain. Additionally, the related authority ought to strengthen the study and promotion of design’s standard, specification and method and provide preferential support in purchasing service of industrial design and transformation of industrial design achievements as it seeks to build a delivery of regional brands as soon as possible that have a significant effect on regional development.

Promote industrial design and exchanges at home and abroad

（12）Support the enterprise in participating in design innovation competitions. Organize industrial design enterprises to participate in professional exhibitions and inspections at home and abroad. Each year, more than one well-known domestic and international design exhibitions will be selected into the scope of the annual key exhibition projects, and certain subsidies will be given to the company's booth fees and the on-going freight rates of the exhibits according to relevant regulations. Support the city's advantageous enterprises and talents to participate in national and provincial industrial design training, forums, exhibitions, competitions and other activities. 500 thousand yuan is awarded to the owners of gold award of iF Design Award, Red Dot Award and Best of the Best. 200 thousand yuan is awarded to the owners of gold award of China Excellent Industrial Design. Moreover, 100 thousand yuan is awarded to the owners of other awards of iF and Red Dot, IDEA Award and GMARK Award.

（13） Carry out industrial design innovation activities. Organize industrial design innovation competitions, innovate the content and form of activities, create influential competitions throughout the province and even the whole country. The government will award 50, 000 to 100000 yuan for product awards, 20, 000 to 60, 000 yuan for concept awards, and give priority to participating in government-organized activities such as national and provincial industrial design awards.

Optimize the development environment of industrial design industry

（14）Strengthen organizational guarantees. Set up the leading group for the development of industrial design in Baoding, which was headed by the deputy mayor-in-charge and the city’s direct department in charge of the comradely members to fully coordinate and advance the development of industrial design. The leading group office is located in the Municipal Bureau of Industry and Information Technology and is responsible for leading the group’s daily work.

（15）Increase financial support. A special fund for the industry development of Baoding industrial design has been established. It has been in place for 5 years starting from 2018 and no more than 20 million yuan per year. which will focus on constructing industrial design centers, purchasing design services, holding industrial design activities, introducing professional design institutions and talents, transforming design achievements, organizing design events, constructing service platform, publicity, promotion and awards. The municipal department in charge of industrial design industry and the municipal financial department should formulate measures for the administration of special funds for the development of industrial design industry. The governments of the counties (cities and districts) and the administrative committees of the development zones shall set up corresponding special funds for the development of the industrial design industry, thus forming a multi-echelon linkage working mechanism.

（16）Implement tax incentives. As for the industrial design enterprise that is recognized as high-tech enterprise, government will levy business income tax at the rate of 15 percent. In industrial design enterprise, it is allowed to deduct the expenditure on education that is less than 8 percent of total salary from taxable income. It is exempt from added-value tax when profits are made due to industrial design enterprise offers technology transfer, design and development and related technical consultation as well as technical service. Eligible costs of industrial design made by related enterprise are executed according to pre-tax weighted deduction.

（17）Broaden financing channels. Encourage guarantee institutions and banks to broaden the scope of collateral of industrial design enterprises and strengthen credit and guarantee services. Support qualified industrial design companies to issue bonds or raise funds for listing. Encourage domestic and foreign venture capital, venture capital, equity investment, angel funds and other institutions to invest in industrial design enterprises.

（18）Reinforce the protection of intellectual property. In order to protect innovative achievements of industrial design and designers’ rights and interests, it is encouraged for enterprise and individual to apply for a patent and register a trademark as well as register copyright. Meanwhile, it is recommended to mark the name of design agencies and designers in product or package. Illegal actions that infringe intellectual property such as tort, imitation and piracy must be strictly stricken and be placed on a blacklist of social credit.

（19）Increase propaganda. Make full use of the province's major news media and domestic new media to actively promote crucial decisions in industrial design arrangement, supporting policies and typical cases made by provincial Party Committee and provincial government as well as create a good atmosphere for the whole society to understand, value and participate in industrial design.

Supplementary

The industrial design enterprises supported by this policy measure are required to be registered in the administrative area of Baoding City. And the preferential policies enjoyed by them are not repeated with other relevant preferential policies of the city.

The measure starts from the date of delivery and is valid for 5 years.
