The Bureau of Industry and Information Technology of each city (including Dingzhou and Xinji City), and the Reform and Development Bureau of Xiongan New Area:

 According to the "Several Policy Measures on Supporting the Development of Industrial Design" (Ji [2017] No. 36), the "Administrative Measures for Special Funds for Industrial Design Development of Hebei Province" (Ji [2018] No. 3) and the "Administrative Measures for Hebei Industrial Design Center and Industrial Design Demonstration Enterprises" (Ji [2018] No. 173, referred to as "Measures"), hereby we notify the organization of the second batch of Hebei Industrial Design Center and Industrial Design Demonstration Enterprises in 2019 as follows:

1. Declaration Subject

    (1) Hebei Provincial Industrial Design Center Declaration Subject: a manufacturing enterprise legally registered in Hebei Province, with independent legal personality, and standardized operation and management.

    (2) Hebei Province Industrial Design Demonstration Enterprise Declaration Subject: Industrial design enterprises that are legally registered in Hebei Province, have independent legal personality, and have standardized operations and management.

2. Application conditions and materials. 

     Enterprises applying for Hebei Industrial Design Center and Industrial Design Demonstration Enterprise shall meet the basic requirements stipulated in Articles 6 and 7 of the Measures, and provide the following application materials: 

     (1) Hebei Industrial Design Center Application Form" or "Hebei Province Industrial Design Demonstration Enterprise Application Form" and relevant materials required by the application form;

    (2) Industrial design center or industrial design demonstration enterprise creation plan; 

    (3) Other related materials. 

    The application materials are required to be printed/copied on A4 paper, catalogues and page numbers are compiled, and bound together into a book.

3. Application method and quantity 

     Bureau of Industry and Information Technology of each city (including Dingzhou and Xinji City) and the Reform and Development Bureau of Xiongan New Area are responsible for the acceptance of applications for enterprises in their respective regions, and review with the financial departments at the same level (Provincial finance directly manages county enterprises to be reviewed by county finance departments). They'll give priority to recommending units that have been identified as municipal industrial design centers and industrial design demonstration enterprises. Among them, the recommended number of Dingzhou, Xinji, and Xiongan New Area does not exceed two, and the recommended number of other cities does not exceed three. 

     The Hebei Industrial Design Center that was originally recognized in 2013-2017 will no longer organize a review, and can reapply in accordance with the new "Measures", and is not subject to restrictions on the number of recommendations from various regions.

4. Relevant requirements 

     Each unit shall attach great importance to the Hebei Province Industrial Design Center and industrial design demonstration enterprises creation work, do a good job of propaganda and mobilization, report guidance and review of the gate, and make preferential recommendation report. Please send the recommended opinions and enterprise application materials ( paper version in triplicate and electronic version summary ) to Hebei Provincial Department of Industry and Information Technology by September 30, 2019.
