Notice on the issuance of Guide to Hebei Province’s Subsidy for Purchasing Industrial Design Service Projects in 2020 (second batch)

In order to implement the spirit of documents such as "Several Policies and Measures for Supporting Industrial Design and Development" of the provincial government and “Special Planning of Industrial Design Development in Hebei Province” of the provincial leading group for industrial design development, encourage manufacturing enterprises to purchase industrial design services, and establish long-term and stable cooperation relations with industrial design institutions, according to the deployment of “Key Points of Industrial Design in Hebei Province in 2020” work, our department has formulated “Guide for Hebei Province to Fund Industrial Design Service Projects in 2020 ( second batch ) ”, which is now issued to you. Please organize project review and recommendation in accordance with the relevant requirements of the application guidelines.

Guide to Hebei Province's Subsidy for Purchasing Industrial Design Service Projects in 2020 (second batch)

1. Declaration subject

Manufacturing enterprises registered in Hebei province according to law, with independent legal person qualification and standardized operation and management. And the enterprises have not obtained the subsidy stipulated in operation rules for Subsidizing the Purchase of Industrial Design Services in Hebei Province (trial).

2. Project Condition

(1) Accurate market positioning of project products, innovative design in functions, structure, quality, form, packaging and service, etc.; 

(2) the project design service fee shall not be less than RMB 100,000 yuan; 

(3) The similar (same series) products of the declared units have been mass-produced.

3. Funding scope and support focus

Purchase of industrial design services since 1 January 2018. 

Focus on supporting high-end equipment, electrical and electronic equipment, medical equipment, food and beverage, clothing bags, household goods, stylistic appliances, children ' s supplies and other fields, as well as county characteristic industrial projects.

4. Funding criteria and principles

(I) subsidy standard: 50% of the actual amount of service contract approved by special audit shall be subsidized, and the maximum amount of subsidy shall not exceed RMB 200,000 yuan; For enterprises that have established stable cooperative relations with industrial design institutions for more than three years, the subsidy amount can be increased to 500,000 yuan. 

(2) funding principles: the principles of total amount control, free funding, voluntary declaration, expert review, special audit, government decision-making and social supervision. The number of funded projects is limited by the total amount of annual provincial industrial design development special funds.

5. Application materials

Fill in the "Application Form for Hebei Province to Subsidize the Purchase of Industrial Design Service Projects" and attach relevant supporting materials (annex 1, referred to as the application form), print/copy with A4 paper, compile the catalog and page number, glue them into a book, and print the name of enterprise and project at the ridge part.

6. The work process 

The Ministry of Industry and Information Technology of the province issued a declaration guide - The reporting unit prepares the application materials - the municipalities (including Dingzhou, Xinji City), Xiongan New Area Industrial and Information Management Department accept the application and review with the financial department at the same level (provincial financial direct management county project by the county financial department Review) - Provincial Industrial and Information Technology Department conducts formal review - organizes expert review - commissions third-party agencies to conduct special audits - publicizes the proposed projects - the provincial finance department approves the proposed projects - allocates funds - The project unit will use the funds as required - the localization of the funded projects will be reported to the local governments - the provincial industry and information technology department will check and evaluate the use of funds.

7. Revelent requirments

(1). Local governments should encourage and support manufacturing enterprises to cooperate with professional design institutions to further stimulate and expand the demand for design market.

(2). All cities (including Dingzhou and Xinji) and Xiongan New Area's industrial and informatization authorities are responsible for the declaration guidance, review the enterprise application materials with the financial department, verify some originals of the supporting materials according to requirements, and recommend them preferentially. Each reporting enterprise should conscientiously and truthfully fill out the application form and attach relevant materials, and be responsible for the authenticity and integrity of the materials submitted.

(3). The recommendations and summary table of project recommendations (Annex 2), enterprise declaration materials (paper copies in triplicate and electronic version summary) shall be submitted to the Provincial Department of Industry and Information Technology before May 30, 2020.
