In order to implement the spirit of documents such as "Several Policies and Measures for Supporting Industrial Design Development" of the provincial government and“Special Planning of Industrial Design Development in Hebei Province” of the provincial leading group for industrial design development, support manufacturing enterprises to establish industrial design centers and support the growth of specialized industrial design companies, according to the deployment of “Key Points of Industrial Design in Hebei Province in 2020” and "Management Measures of Hebei Industrial Design Center and Industrial Design Demonstration Enterprises", our department has formulated “Guide for Hebei Province to Fund Industrial Design Service Projects in 2020 ( second batch )". 

1. Declaration subject

( 1 ) The declaration subject of Hebei Industrial Design Center : manufacturing enterprises with independent legal personality and standardized operation and management registered in Hebei Province according to law.

( 2 ) The declaration subject of industrial design demonstration enterprises in Hebei Province : industrial design enterprises registered according to law in Hebei Province, with independent legal personality and standardized operation and management.

2. Support focus

In 2020, the Industrial Design Center of Hebei Province focuses on the cultivation and creation of advantageous enterprises in the fields of high-end equipment, electronic information, medical equipment, food and beverage, clothing bags, household goods, and stylistic devices. The industrial design demonstration enterprises in Hebei Province focus on the advantageous design enterprises in the fields of design, product design, fashion design and brand design that serve the design innovation of manufacturing industry in Hebei Province, and carry out the cultivation and creation.

3. Declaration conditions and materials

(1). Enterprises applying for Hebei Industrial Design Center should meet the basic conditions stipulated in Article 6 of “Management methods",  and provide the following application materials: 1.“ Application Form of Hebei Industrial Design Center" and related materials ( Annex 1 ) ; 2.“Construction scheme of Hebei Industrial Design Center ” ( see annex 2 for the outline ).

(2) Enterprises applying for industrial design demonstration enterprises in Hebei Province should meet the basic conditions stipulated in Article 7 of "Management methods", and provide the following declaration materials : 1. Application Form of Industrial Design Demonstration Enterprises in Hebei Province and related materials ( annex 3 ) ; 2. Establishment Scheme of Industrial Design Demonstration Enterprises in Hebei Province ( outline see annex 4 ) ; The application materials of Hebei Industrial Design Center and Hebei Industrial Design Demonstration Enterprises require printing / copying with A4 paper, compiling catalogues and page numbers, and glued into books.

4. Declaration process and quantity

In accordance with the requirements of this declaration guide, municipalities (including Dingzhou, Xinji) Industrial and Information Bureau and Xiongan New Area Reform and Development Bureau are responsible for organizing the declaration of enterprises in the region and review with the financial sector at the corresponding level ( provincial financial direct control of county enterprises by the county financial sector review ), preferably recommended to the Provincial Department of Industry and Information Technology. 

In principle, the recommended number of Dingzhou, Xinji and Xiongan New Area is not more than 3, and the recommended number of other cities is not more than 6.

5. Support methods

According to the provincial government's "Some Policy Measures to Support the Development of Industrial Design, " the provincial government awards 1 million yuan for those who are assessed to meet the standards of Hebei Industrial Design Center or Hebei Industrial Design Demonstration Enterprises; To meet the national industrial design center standards, a further reward of $ 1 million incentive funds are dedicated to supporting enterprises to strengthen the building of industrial design innovation capacity.

6. Relevant requirements 

(1) All regions should increase the cultivation of industrial design centers and industrial design demonstration enterprises in Hebei Province, support and guide the construction of industrial design centers for advantageous manufacturing enterprises, and encourage the professional development of industrial design service enterprises. 

(2) All parts of Hebei Province should do a good job in the application guidance of industrial design centers and industrial design demonstration enterprises, examine the compliance, integrity and unity of enterprise application materials, and select and recommend them. Each declaration enterprise should conscientiously and truthfully fill out the application form and attach relevant materials, prepare the creation plan according to the requirements, and be responsible for the authenticity and integrity of the submitted materials. 

(3) The Municipal Bureau and Xiongan New Area Renewal and Development Bureau shall submit the recommendations and enterprise application materials ( paper format three copies and electronic version ) to the Provincial Department of Industry and Information Technology by May 20, 2020.
