Notice on the Decleration of Hebei Province-Funded Industrial Design Achievement Transformation Project in 2019

In order to implement the Provincial Government’s "Several Policies and Measures on Supporting the Development of Industrial Design", in accordance with the "Administrative Measures for Special Funds for Industrial Design Development of Hebei Province" (Ji [2018] No. 3) and the "Operational Regulations for the Transformation of Industrial Design Achievements Funded by Hebei Province (for Trial Implementation) )” (Ji [2018] No. 164) requirements, after research, we decided to organize the decleration of the 2019 Hebei Province-funded industrial design achievement transformation project (second batch) . Please organize project review and recommendation work in accordance with the relevant requirements of the application guidelines.

Guidance for the Decleration of Hebei Province Funded Industrial Design Achievement Transformation Project in 2019

1. Decleration objects

Manufacturing enterprises and design enterprises registered in Hebei province according to law with independent legal personality and standardized operation and management.

The applicant has a design and development team of no less than 10 people, and has relatively perfect software and hardware facilities for design and development. In the past two years, the applicant has won more than 5 provincial and ministerial awards or internationally renowned industrial design awards and authorized patents.

2. Project conditions 

(1) The project is dominated by design, and the product design level is advanced. It is highly innovative in terms of product appearance, structure, functional design or overall brand building, and is a driving demonstration for improving the design level of the industry;

(2) the technical level of the project products reaches the advanced level of domestic similar products, the intellectual property rights (including the design results) are clear, and there is no ownership dispute; 

(3) the project products have accurate market positioning and broad prospects, have been put on the market, and have achieved certain sales performance (generally there are more than two sales contracts, the sales volume is not less than 500,000 yuan).

3. Scope of support and support focus

The industrial design achievement transformation project implemented since January 1, 2017. The scope of support includes: production of project product prototype, purchase of experimental materials, experimental equipment, design tools and software, purchase of industrial design services, patent application, product inspection, standard certification, etc. 

Key support projects include electronic information, clothing, machinery and equipment, household supplies, food and beverage, daily ceramic and glass, medical health, sports and leisure products, tourism, culture and innovation and other fields. A single set of customized product projects is not supported in principle; For large equipment projects with small batch production, in principle, only one similar project can be supported.

4. Funding criteria and principles 

(1)Funding standards: 50% of the project expenditures approved by the special audit will be subsidized, and the single project ceiling will not exceed RMB 1 million.

(2) funding principles: the principles of total amount control, free funding, voluntary declaration, expert review, special audit, government decision-making and social supervision. The number of funded projects is limited by the total amount of annual provincial industrial design development special funds.

5. Application materials 

Fill in "Application Form for Transformation Project of Industrial Design Achievements Funded by Hebei Province" and attach relevant supporting materials (attachment 1, referred to as "application form"), print/copy with A4 paper, compile catalogue and page number, and glue them into a book.

6. The work process 

The reporting unit prepares the application materials - the municipalities (including Dingzhou, Xinji City), Xiongan New Area Industrial and Information Management Department accept the application and review with the financial department at the same level (provincial financial direct management county project by the county financial department Review) - Provincial Industrial and Information Technology Department conducts formal review - organizes expert review - commissions third-party agencies to conduct special audits - publicizes the proposed projects - the provincial finance department approves the proposed projects - allocates funds - - The project unit will use the funds as required - the localization of the funded projects will be reported to the local governments - the provincial industry and information technology department will check and evaluate the use of funds.

7. Relevant requirements

All cities (including Dingzhou and Xinji) and Xiongan New Area's industrial and informatization authorities are responsible for the promotion and mobilization, application guidance and review of funded projects. The recommendations and summary table of project recommendations (Annex 2), enterprise declaration materials (paper copies in triplicate and electronic version summary) shall be submitted to the Provincial Department of Industry and Information Technology before August 20, 2019.
