Notice on Organizing the Declaration of the 2021 Hebei-funded Industrial Design Achievement Transformation Project (First Batch)

In order to implement the spirit of documents such as "Several Policies and Measures for Supporting Industrial Design and Development" of the provincial government and “Special Planning of Industrial Design Development in Hebei Province” of the provincial leading group for industrial design development, encourage and guide enterprises to apply industrial design, optimize the appearance, structure and function of products, and develop original new products, according to the deployment of “Key Points of Industrial Design in Hebei Province in 2020” work, our department has formulated “Guide for Hebei Province-funded Industrial Design Achievements Transformation Project in 2021 ( first batch )”, which is now issued to you. Please organize project review and recommendation in accordance with the relevant requirements of the application guidelines.

Guide to the declaration of the 2021 Hebei-funded industrial design achievement transformation project (second batch)

1. Subsidy Object

Manufacturing enterprises registered in Hebei province according to law, with independent legal person qualification and standardized operation and management. The applicants have not less than 10 design and development teams, and have relatively perfect hardware and software facilities for design and development. In the past two years, they have won more than five awards and authorized patents at the provincial and ministerial level or above or internationally renowned industrial design.

2. Project Condition

(1) The project is dominated by design, and the product design level is advanced. It has strong innovation in product appearance, structure, function design or brand overall shaping, and has a driving demonstration to improve the level of industry design.

(2) The technical level of project products reaches the advanced level of similar products in China, the intellectual property rights ( including design results ) are clear and there is no ownership dispute ;

(3) The project product market positioning is accurate, broad prospects, and has been put into the market, and achieved certain sales performance ( generally more than two sales contracts, sales not less than 500,000 yuan ).

3. Funding scope and support focus

The industrial design achievement transformation project has been implemented since January 1, 2018. The funding scope includes: the production of prototype products, the purchase of experimental materials, experimental equipment, design tool software, the purchase of industrial design services, patent applications, product testing, standard certification, etc. 

Focus on supporting high-end equipment, electrical and electronic, medical equipment, food and beverage, clothing bags, household goods, stylistic appliances, children ' s supplies and other fields, as well as the county characteristic industrial design achievements transformation project. 

Do not support single custom product project in principle ; For small batch production of large equipment projects, a class of projects only support once in principle.

4. Funding criteria and principles

(I) subsidy standard: 50% of the actual amount of service contract approved by special audit shall be subsidized, and the maximum amount of a single project shall not exceed RMB 1 million.

(2) funding principles: the principles of total amount control, free funding, voluntary declaration, expert review, special audit, government decision-making and social supervision. The number of funded projects is limited by the total amount of annual provincial industrial design development special funds.

5. Application materials

Fill in the "Application Form for Hebei Province to Subsidize the Purchase of Industrial Design Service Projects" and attach relevant supporting materials (annex 1, referred to as the application form), print/copy with A4 paper, compile the catalog and page number, glue them into a book, and print the name of enterprise and project at the ridge part.

6. The work process 

The Department of Industry and Information Technology of Hebei province issued a declaration guide - The reporting unit prepares the application materials - the municipalities (including Dingzhou, Xinji City), Xiongan New Area Industrial and Information Management Department accept the application and review with the financial department at the same level (provincial financial direct management county project by the county financial department Review) - Provincial Industrial and Information Technology Department conducts formal review - organizes expert review - commissions third-party agencies to conduct special audits - publicizes the proposed projects - the provincial finance department approves the proposed projects - allocates funds - The project unit will use the funds as required - the localization of the funded projects will be reported to the local governments - the provincial industry and information technology department will check and evaluate the use of funds.

7. Revelent requirments

(1). Local governments should support and guide enterprises to apply industrial design, optimize product appearance, structure and function, and expand the development of original design products.

(2). All cities (including Dingzhou and Xinji) and Xiongan New Area's industrial and informatization authorities are responsible for the declaration guidance, review the enterprise application materials with the financial department, verify some originals of the supporting materials according to requirements, and recommend them preferentially. Each reporting enterprise should conscientiously and truthfully fill out the application form and attach relevant materials, and be responsible for the authenticity and integrity of the materials submitted.

(3). The recommendations and summary table of project recommendations (Annex 2), enterprise declaration materials (paper copies in triplicate and electronic version summary) shall be submitted to the Provincial Department of Industry and Information Technology before February 26, 2021.
