Implementing the design capacity improvement plan for the manufacturing industry

Further integration of industrial design and manufacture will be promoted, and more than 3,000 enterprises in the manufacture services will be established. The 4th Hebei International Industrial Design Week will be held at a high level, and the Xiongan New Area will be supported to hold the 2nd Goldreed Industrial Design Award.

Implementing upgrading research and development institutions of industrial enterprises

The number of provincial-level demonstration enterprises for technological innovation will be increased by 20. We will strive to create 10 application pilots for intellectual property rights of national industrial enterprises, and cultivate more than 10 quality benchmarks for provincial industrial enterprises.

Giving full play to service function of “industrial clinic”

Approximately 50 “industrial clinics” with strong service capabilities, high technical level and sophisticated expert teams will be identified. Various forms of “pulse-taking” work and about 2,000 diagnostic services will be carried out.

Implementing cultivation of innovative entities

A hierarchical training system of “technology-based small and medium-sized enterprises-high education projects-leading enterprises in science and technology” will be established, and about 1,500 new national level high-tech enterprises and about 6,000 technology-based small and medium-sized enterprises will be established. About 250 new technology centers and key laboratories for enterprises at or above the provincial level will be established.

Implementing upgrading enterprise quality management and standard leading actions

We will guide enterprises to extensively carry out quality management groups and other quality activities, by improving the system of chief quality officer, promoting enterprises to set up chief quality officer, and organizing the training of chief quality officer.

Implementing “Thousands of Technological Transformation” and “Hundreds of Demonstration” projects

The “Catalogue of Investment Guidance for Technological Transformation of Manufacturing Industry in Hebei Province (2021-2022)” will be released, 1,000 provincial-level key technological transformation projects will be implemented on a rolling basis, and about 100 key projects in the optimization and upgrading of the industrial chain and product structure adjustment will be supported.

Industrial infrastructure reconstruction project will be implemented. We will support a number of projects to rebuild industrial infrastructure, focusing on advantageous areas such as steel, equipment manufacturing, and biomedicine. The key research and development plan for key core technologies will be implemented. We will highlight 60 major transformation projects of scientific and technological achievements.

Stably optimizing the industrial and supply chain

Focusing on 12 leading industries, relying on 24 industrial chains, 100 leading enterprises in industrial ecology and core components enterprises will be cultivated; the cultivation of single champion enterprises in the manufacturing industry and 100 single champion enterprises (products) at or above the provincial level will be implemented, striving to create a batch of national single champions.

Implementing the upgrading project of advantageous traditional industries

We will accelerate the construction of major projects such as Tangshan and Handan Iron and Steel Industrial Clusters and HBIS Laoting Base, strengthen the Bohai New Area and Caofeidian coastal petrochemical industrial bases, and coordinate the advancement projects such as reconstruction and expansion of Xuyang Chemical’s caprolactam and Bohai Dongfang Chemical’s Acrylate. We will promote the construction of a number of major projects such as Junchang Dairy’s infant formula milk powder, Langfang Yihai Kerry Central Kitchen, and Jinmailang non-fried noodles. We will speed up the construction of double-sided woolen coats and apparel of Qinghe, and Beijing-Tianjin-Hebei Garment Industrial Park of Xingtang and other projects.

Implementing strategic emerging industry revitalization projects

In order to consolidate and enhance the position of traditional superior automobile products such as SUVs and pickups, we will build 2 complete vehicles, 3 key components, 3 new energy vehicles and intelligent networked automobile industry chain clusters. The construction of rail transit equipment projects of more than 100 million yuan, such as Dongfeng Shijing template and aerospace machinery will be promoted. The construction of key marine engineering equipment projects in Zhuozhou Marine Equipment Industrial Park also will be promoted. The construction of major projects such as Shijiazhuang biomedicine, Anguo modern traditional Chinese medicine, 3 major biomedical industry bases in Cangzhou Bohai New Area and WuXi AppTec will be accelerated.

Implementing the future industry cultivation project

We will support the development of passive low power consumption building industrial bases (clusters) in Baoding, Tangshan, Shijiazhuang, and Qinhuangdao, accelerate the construction of the International Innovation Park Phase I of Orient Sundar National Building Energy-saving Technology and other projects, and strive to build a 100 billion-level industrial chain. We will accelerate the construction of emergency industrial bases in Huaian of Zhangjiakou, Kaiping of Tangshan, and Xingtai, build 8-10 provincial emergency material production capacity reserve bases (clusters) with regional characteristics and emergency support capabilities, and implement one hundred key projects. We will focus on the bases construction of Shijiazhuang, Qinhuangdao, and Hengshui, cultivate and form a batch of provincial-level industrial cluster development demonstration parks and a batch of intelligent high-end products, and the main business income will increase by more than 10%. And we will accelerate the construction of Zhangjiakou national ice and snow equipment industrial base.

Strengthening support for the development of the digital economy

We will study and draft digital economy promotion regulations to strengthen top-level design and system supply, establish Hebei Digital Economy Research Institute Co., Ltd., accelerate the construction of a pilot zone for digital economy innovation and development in Xiongan New Area, expand 5G network coverage and speed up the construction of new information network facilities.

Implementing key tackling actions for electronic information industry

The province’s data center online operation server models will exceed 3 million units. We will cultivate 10 provincial-level information consumption experience centers,  strive to create 1-2 national information consumption model cities, and accelerate the advancement of a batch of key digital industrialization projects, with the revenue of the electronic information industry increasing by more than 10% year-on-year.

Implementing the industrial Internet innovation and development project

We will build 50 pilot demonstration projects for the innovation and development of industrial Internet. 10,000 new cloud companies will be added, and industrial control safety pilots in 15 key enterprises will be carried out.

Promoting Level of Green Development

Implementing low-carbon industrial actions and green manufacturing projects

We will promote the construction of industrial green manufacturing system, and create 50 green factories and 5 green parks at or above the provincial level. We will carry out energy-saving supervision and non-profit energy-saving diagnostic services for more than 100 enterprises, and create 100 water-saving enterprises. And we will hold the matching activities for Beijing-Tianjin-Hebei industrial solid waste comprehensive utilization industry.

Strengthening control over emissions from pollution sources

We will establish and improve the list of corporate pollution sources, coordinate the control of fine particulate matter and ozone pollution, strengthen the coordinated prevention and control of VOCS and nitrogen oxide pollution, and implement the entire process treatment of source replacement, process control, end treatment, and monitoring and inspecting of key industries related to VOCS emissions.

We will steadily promote the entry of industrial enterprises into the park. “One enterprise for one policy” promotes industrial enterprises to enter the park to achieve intensive development.

Expanding Characteristic Industrial Clusters

Cultivating and Upgrading Small and Medium-sized Enterprises

Implementing quality improvement project for the county-level characteristic industry

We will accelerate the construction of provincial-level key characteristic industrial clusters, focus on 100 leading enterprises, 100 key projects and 100 characteristic products, integrate resources, carry out precise services. one industry for one policy, which clarifies development goals, paths, and carriers for each industrial cluster, so as to enhance the core competitiveness of characteristic industrial clusters.

Focusing on policy implementation, environment and service optimization

We will strengthen public services for small and medium-sized enterprises, cultivate 10 small and micro-enterprise bases for mass entrepreneurship and innovation, and carry out “hundreds of thousands of” public service activities and voluntary service activities for small and medium-sized enterprises.

We will strengthen financing services and protection of rights and interests, continue to promote industry integration cooperation, support micro, small and medium-sized enterprises to financing more than one trillion yuan, and strengthen the cultivation of small and medium-sized enterprises to go public. The payment regulations on guaranteeing funds for small and medium-sized enterprises will be implemented to prevent new defaults.

Implementing the project of enhancing the professional capabilities of small and medium-sized enterprises

We will establish and improve the “four batches” work system, including  a batch of warehousing and cultivating, a batch of organizing and identifying,  a batch of selecting and demonstrating, and a batch of national “little giant” enterprises recommended. 500 new “professional, sophisticated, special and new” small and medium-sized enterprises will be added, striving to create a batch of national “little giant” enterprises.

Strengthening overall planning and scheduling

We will unite the work force, keep a close eye on key nodes, and implement daily monitoring, monthly notification, quarterly evaluation, and annual assessment.

We will establish key cultivation libraries for industrial enterprises above designated size, establish files and cards for each enterprise, implement targeted cultivation, and strengthen tracking services. And the special rewards for newly-added enterprises above designated size will be implemented.

Accurately implementing responsibility contracting and assistance services

We will improve the “three mechanisms” of enterprise special commissioners, county and district liaison officers, and person in charge of responsibility contracting, so as to achieve full coverage of responsibility contracting services for industrial enterprises above designated size and key technological transformation projects.
