Several Measures to Improve the Competitiveness of Small and Medium-sized Enterprises

SMEs can do big things. Improving the competitiveness of small and medium-sized enterprises is an important foundation for building a new development pattern and promoting high-quality development. In order to implement the decisions and arrangements of the CPC Central Committee and the State Council on promoting the healthy development of small and medium-sized enterprises, further stimulate the innovation vitality and development momentum of small and medium-sized enterprises, and enhance the competitiveness of small and medium-sized enterprises, the following measures are hereby proposed:

1. Implement detailed fiscal and taxation support policies

(1) Strengthen financial support. Guide local governments to increase support for "Professional, refined, distinctive, innovative" small and medium-sized enterprises through the relevant special funds of the central government. All localities will give full play to the role of special funds for the development of small and medium-sized enterprises, improve the public service system and financing service system for small and medium-sized enterprises, and support small and medium-sized enterprises in improving their innovation capabilities and professionalism. (The Ministry of Finance, the Ministry of Industry and Information Technology and other relevant departments and localities shall be responsible according to the division of responsibilities)

(2) Implement high-quality tax policies that benefit enterprises. (each locality is responsible)

2. Increase financing support

(4) Strengthen credit support.  (The People's Bank of China, the China Banking and Insurance Regulatory Commission, the Ministry of Finance, the Ministry of Industry and Information Technology, the Intellectual Property Office, and the Development Bank shall be responsible according to the division of responsibilities)

(5) Innovative financial service models.  (The People's Bank of China, the China Banking and Insurance Regulatory Commission, and the Ministry of Industry and Information Technology shall be responsible according to the division of responsibilities)

(6) Strengthening direct financing support. (The China Securities Regulatory Commission, the People's Bank of China, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, and the Ministry of Commerce shall be responsible according to the division of responsibilities)

(7) Strengthen the construction of financing supporting system. (The People's Bank of China, the China Banking and Insurance Regulatory Commission, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the China Council for the Promotion of International Trade, and the All-China Federation of Industry and Commerce shall be responsible according to the division of responsibilities)

3. Strengthening support for innovation and entrepreneurship

(8) Play the supporting role of innovation platform. (The National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation shall be responsible according to the division of responsibilities)

(9) Promote the collaborative innovation of large and medium-sized enterprises. (The Ministry of Education, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission, and the All-China Federation of Industry and Commerce shall be responsible according to the division of responsibilities)

(10) Strengthen the gradient cultivation of high-quality enterprises. (The Ministry of Industry and Information Technology and the Ministry of Science and Technology shall be responsible according to the division of responsibilities)

4. Improve the level of digital development

(11) Promote the application of digital products.  (The Ministry of Industry and Information Technology is responsible)

(12) Strengthen the empowerment of the Industrial Internet. (The Ministry of Industry and Information Technology and the All-China Federation of Industry and Commerce are responsible)

(13) Improve the level of intelligent manufacturing. (The Ministry of Industry and Information Technology is responsible)

5. Improve the added value of industrial design

(14) Promote the empowerment of industrial design. (The Ministry of Industry and Information Technology is responsible)

(15) Encourage innovation in design service methods. (The Ministry of Industry and Information Technology is responsible)

6. Improve intellectual property creation, utilization, protection and management capabilities

(16) Guide the development of patent layout.  (The Intellectual Property Office is responsible)

(17) Promote the transformation and application of intellectual property rights. (The General Administration of Customs, the State Administration for Market Regulation, and the China Council for the Promotion of International Trade shall be responsible according to the division of responsibilities)

(18) Strengthen the protection of intellectual property rights. (The General Administration of Customs, the State Administration for Market Regulation, and the China Council for the Promotion of International Trade shall be responsible according to the division of responsibilities)

7. Help develop domestic and foreign markets

(19) Give full play to the role of exhibition and platform connection. (The Ministry of Industry and Information Technology, the Ministry of Commerce, the State Administration for Market Regulation, and the China Council for the Promotion of International Trade shall be responsible according to the division of responsibilities)

(20) Strengthen procurement support.  (The Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission, and the All-China Federation of Industry and Commerce shall be responsible according to the division of responsibilities)

(21) Guide and strengthen brand building. (The Ministry of Commerce, the State Administration for Market Regulation, the China Council for the Promotion of International Trade, and the Intellectual Property Office shall be responsible according to the division of responsibilities)

(22) Promote the development of cross-border e-commerce. (The Ministry of Commerce, the General Administration of Customs, and the China Council for the Promotion of International Trade shall be responsible according to the division of responsibilities)

(23) Promote international cooperation. (The Ministry of Industry and Information Technology, the Ministry of Commerce, and the National Development and Reform Commission shall be responsible according to the division of responsibilities)

8. Improve green development capabilities

(24) Promote energy-saving and low-carbon development. (The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, and the State Administration for Market Regulation shall be responsible according to the division of responsibilities)
(25) Optimize the environmental protection evaluation and enforcement mechanism. (The Ministry of Ecology and Environment is responsible)

9. Improve quality and management level

(26) Support the improvement of product quality.(The State Administration for Market Regulation and the Ministry of Industry and Information Technology are responsible)

(27) Guide enterprise management innovation. (Ministry of Industry and Information Technology and CCPIT are responsible)

(28) Promote corporate compliance. (CCPIT and All-China Federation of Industry and Commerce are responsible)

10. Improve the quality of the talent team

(29) Cultivate a team of entrepreneurs. (The National Development and Reform Commission, the Ministry of Education, the Ministry of Industry and Information Technology, and the All-China Federation of Industry and Commerce shall be responsible according to the division of responsibilities)

(30) Optimize the evaluation mechanism for professional titles. (The Ministry of Human Resources and Social Security shall be responsible for the division of labor in conjunction with various localities)

(31) Promote the connection between supply and demand of talents. (The Ministry of Industry and Information Technology, the Ministry of Education, and the Ministry of Human Resources and Social Security shall be responsible according to the division of responsibilities)

11. Strengthen the construction of service system

(32) Improve the service system. (The member units of the State Council Leading Group for Promoting the Development of Small and Medium Enterprises shall be responsible according to the division of responsibilities)

(33) Strengthen the construction of service teams. (The member units of the State Council Leading Group for Promoting the Development of Small and Medium Enterprises shall be responsible according to the division of responsibilities)

All departments and localities should, in accordance with the decisions and arrangements of the CPC Central Committee and the State Council, give full play to the role of leading agencies at all levels in promoting the development of small and medium-sized enterprises, establish a working mechanism of horizontal coordination and vertical linkage, strengthen organizational leadership, strengthen work forces, and consolidate work synergies to jointly do a good job in enhancing the competitiveness of small and medium-sized enterprises, and report the progress and results of the work to the Office of the State Council Leading Group for the Promotion of Small and Medium-Sized Enterprises Development in a timely manner.
